Pan-Continental Power Play

From a beginning towards a 50 year plan of development, inclusion and social equity.

 

The Pan-Continental Power Play is a curated archive of key strategic, legal, and conceptual documents that collectively chart the evolution of the Social Development and Empowering Programme (SDEP) into a continental force for long-term impact. What began eight months ago as a targeted intervention has since matured into a robust and adaptive framework with a clear 50-year horizon: to reshape the foundations of development through inclusion, cooperation, and social equity.

Here we publish the foundational texts—currently numbering 41 volumes comprising over 1 500 pages—that have been instrumental in defining the direction and credibility of the programme. Each document reflects a step taken, a complexity solved, or a layer added to the vision now aligned with Agenda 2074 and Africa’s Agenda 2063.

This collection represents only the formalized core of the work. An additional body of internal drafts, working notes, and analyses—roughly double in volume—remains unpublished, serving as an operational backbone rather than public reference. Their purpose is not diminished by their absence here; rather, this selection is intended to offer clarity and transparency without overwhelming the observer with the scale of the machinery behind it.

The Pan-Continental Power Play is not merely a project archive—it is a declaration of intent, capacity, and continuity. As we move forward, this space will remain an open ledger of progress, providing stakeholders, partners, and future generations with the documented rationale and responsibility behind one of the most ambitious and socially grounded development initiatives of our time.

SDEP

It didn’t begin here. But its here we chose to begin our story. Our goal is to secure a multi-purpose funding envelope from strategic partners, including the African Development Bank (AfDB) with private capital added on top of it.

COMESA Programmes

EUSL was tasked with assessing whether five ACTESA Flagship programs could be effectively merged with SDEP and, if
so, to outline how such integration could amplify the goals of sustainable agriculture, trade facilitation, and inclusive economic growth.

Additions to the Programmes

Following the discussions with ACTESA and insights gathered during the meeting, several key areas were identified for further development within the Social Development and Empowering Programme. 

The Merger with SDEP

In response to growing demands for regional harmonization, COMESA has entrusted EUSL with the task of integrating five critical development programs under the Social Development and Empowering Programme

African Unity Center of Excellence

AUCE represents an initiative in Africa-led research development, designed to foster holistic growth across every facet of African society with 18 various directions of research.

SDEP for Stakeholders

SDEP brings together a wide range of stakeholders from across the globe, each contributing their expertise, resources, and networks to drive sustainable development in the COMESA region and beyond.

SDEP for the World Bank

SDEP proposes a unified funding envelope that combines
resources to tackle multiple development challenges under one cohesive framework, aligning closely with the World Bank’s mission to reduce poverty, promote shared prosperity, and build sustainable, resilient economies.

Boost Africa 2.0

EUSL proposes Boost Africa 2.0, a funding program that amplifies the impact of the original Boost Africa and further aligns with Africa’s strategic development agenda, Agenda 2063 as a joint venture between AfDB and EIB, and potentially the World Bank.

African Unity 2063

 As a long-term commitment,
African Unity 2063 seeks to contribute meaningfully to a continent poised for growth, resilience, and shared prosperity. Hosting the initial SDEP, it organically grows into 14 more programmes and ultimately the whole Power Play.

African Union Agenda 2063

Agenda 2063 is a blueprint set forth by the African Union to achieve inclusive growth, sustainable development, and an empowered African continent by the year 2063. This document is a result of our work around the agenda and align our programmes in African Unity 2063

Agenda for Social Equity 2074

This is EUSL’s own, trademarked agenda for a 50 year plan. Agenda for Social Equity 2074, stands as a vision for fostering a world rooted in equity, inclusion and resilience, driving real impact and change with 17 Social Global Goals. 

Global Social Equity Alliance

GSEA is the entity that holds the five components of the Pan-Continental Power Play: African Unity 2063, Council for Global Social Advocacy, Agenda for Social Equity 2074, Unity Center of Excellence and Unity Academy  Center of Excellence. This is also paired with a unique funding package provided by partners. 

Unity Academy Center of Excellence

UACE emerges as an initiative in parallel with the Unity
Center of Excellence (UCE), addressing especially Africa’s growing need for localized, high-quality education and skill development. 18 PhD programmes alongside 18 research divisions.

 This document outlines the comprehensive policies that will guide the Social Development
and Empowering Programme (SDEP) and related initiatives leading up to ACTESA, African and Pan-Continental Power Plays.

This budget for ACTESA Power Play is the blueprint for the vision of an inclusive and equal world, stretching across five decades to ensure a legacy of lasting impact. The budget is on relative market terms with  a possible return of investment on multiple occasions.

Growthify Markets

This is an innovative financial services initiative related to the
Global Social Equity Alliance, dedicated to fostering cross-continental economic collaboration between Europe and Africa.

Global Gateway Comparison

The EU-Africa Global Gateway Investment Package is a substantial initiative by the European Union, commiting €150 billion to Africa’s development between 2021 and 2027. This document is a comparison with the Power Play Budget. 

INFF for COMESA

The global pursuit of the Sustainable Development Goals (SDGs) is hindered by a staggering annual f inancing shortf all of over $4 trillion. EUSL proposes an implementation of the INFF framework alongside ACTESA Power Play. 

ACTESA Mandate Update

For over a decade, ACTESA has been at the heart of COMESA’s vision for regional food security and agricultural trade integration. to fully implement ACTESA Power Play, the current mandate must be updated accordingly. 

Financial Perspective

Built for funding ACTESA Power Play, Boost Africa 2.0 (working name) is not merely a financial instrument; it is a structural revolution in African finance, trade, and economic governance. It is the financial engine that
powers the 50 year plan of Agenda for Social Equity 2074.

Power Play from Agenda 2074

Agenda 2074 establishes a strategic pathway toward a world where justice, dignity, and opportunity are universally accessible. The values created herein are the soft values of any Power Play. 

Angola SDEP

Angola was the first country outside COMESA to apply for participation in SDEP. This is the proposal, developed by EUSL, delivered to the funders that we developed SDEP together with. Angola has also provided 20 000 hectares of land to implement SDEP.

Pan-African Power Play

The Pan-African Power Play, or just Power Play, strategy represents an ambitious, yet essential initiative aimed at driving the socio-economic transformation of Africa through collaborative and integrated regional cooperation.

South Africa SDEP

South Africa is the second country outside COMESA to apply for participation in SDEP. This is the proposal, developed by EUSL and delivered to the funders that EUSL developed SDEP together with. South Africa has also provided up to 400 000 hectares of land to implement SDEP.

Namibia SDEP

The third country outside COMESA to apply for participation in SDEP. What sets this proposal aside is that Namibia is more interesting in developing affordable housing alongside their SWAPO Manifesto, rather than developing their agriculture.

UNDP Draft Proposal

As a leading development agency with a strong regional presence, the United Nations Development
Programme (UNDP) plays a crucial role in ensuring the success of SDEP and Power Play. This document provides an initial draft proposal for collaboration.

ACTESA SFPSEI

SDEP, with five programmes under it, is now transformed into SFPSEI. This is the ACTESA Proposal that all other proposals are built around. Its focused on tech implementation and skill training on top, with intra african trade and soil development underneath.

Multi-Actor Cooperation

Having been introduced to SIDA and the quinttet consisting of Business Sweden, Swedfund, EKN and one unnamed partner, this document was created for a collaborative framework focusing mainly on the Swedish perspective of ACTESA Power Play.

SDEP Vision and Impact Model

What is the vision, goals and impacts of SDEP? This document serves as the strategic framing and narrative architecture for  SDEP, a collaborative, long-term initiative for an equal and inclusive Africa through development of agriculture. 

Power Play Impact Analysis

Power Play is a structure that is active, capitalized and expanding. Here we break down the impact and the upscaling from COMESA to other REC’s in Africa to other continents and the launches of Pan-Asian and Pan-American Power Play.

Tanzania SDEP

Tanzania is the first EAC member state to apply for participation in SDEP. While it being a different REC, the country also shares many parts with COMESA, especially the COMESA CEHA Horticulture Accelerator program that is one of the five programs under SDEP. 

From Aid Dependency

For the first time in decades, the aid is being reduced to the emerging markets in the world. EUSL see’s this as an opportunity to bring these markets away from aid dependcies to systemic sovereignty. This document is build on a study from OECD and feedback from UNDP on earlier proposal.

UNDP Proposal Collaboration

Based on the earlier draft proposal, From Aid Dependency to Systemic Sovereignty, dialogue and hard work confirming an interest from UNDP to work with ACTESA and EUSL on SDEP this is the provided proposal for that specific collaboration.

UNFAO SDEP Invitation

FAO, the food and agriculture organisation of UN, reached out to EUSL on behalf of South Sudan to participate in SDEP. South Sudan, being a member of ECCAS, was welcomed into the proposal and further discussions began on how FAO can support SDEP regionally in both ECCAS and COMESA. 

South Sudan SDEP Proposal

South Sudan, via UNFAO, has requested to join SDEP. At this point we have learned that South Sudan is not a member of ECCAS but EAC, which made the transition and accension easier due to Tanzanias earlier proposal.

Agenda 74 Organisation

Created as the impact organisation of EUSL, GSIA and GSEA, A740 are the first on site to set everything up and prepare everything. Roughly two years per project, with a solid handover and after that leave. 

COMESA Proposal INFF

As per request from AfDB, we were tasked with providing a five-party agreement. We expanded it to seven to include UNDP and FAO, and suggest a COMESA wide INFF platform to allow for future funding.

ACTESA SFPSEI Visit to Sweden

We had the honor to host COMESA and ACTESA in Sweden and Finland. They got to meet with the Executive Directors Office of AfDB in both countries, SIDA, UNDP, FAO and private bankers.

What began as a technical and knowledge transfer project led to a lot more. While EUSL created everything, here are the mission statements from not only the programme SDEP and following ACTESA Power Play but also GSIA, GSEA and GSDA. 

Botswana SFPSEI 

Botswana is the 9th country to formally request participation in SFPSEI. Here is a little twist though, with a merger of another vertical agriculture project. The values and development are the same, but the total cost is increased by a lot and will require separate funding as well.
